The Public Emergency Council is a spontaneous initiative of doctors and researchers who felt that it was no longer possible to remain silent in the face of the outgoing government’s steps to contain the COVID- 19 pandemic.

The UK has a pandemic plan. It reflects the democratic traditions of the nation, recognising that an informed and empowered public will voluntarily take action to protect themselves, their families and communities during a pandemic. Faced with SARS-CoV-2, the UK, along with most other countries and the World Health Organisation, discarded years of pandemic planning.
